Why do resources fail to move to new uses?

A price signal is not enough if workers or equipment cannot move.

Factor immobility obstructs the transfer of labour or capital towards activities where they could be more useful. Occupational immobility can arise when skills or specialised machines do not suit a new activity; geographical immobility can arise from relocation, housing or transport constraints. Explain the barrier and resulting under-use or misallocation, rather than labelling every job change a market failure.

Occupational
Factors are resources used in production. Workers' skills or specialised capital, such as machinery, may not readily transfer to another type of work.
Geographical
Workers may be unable to reach jobs because of transport, housing or relocation constraints, even when vacancies and attractive wages exist.
Response
Training can address a skill gap, while transport support can address location. Funding the wrong kind of help may leave the actual obstacle unchanged.

Target the barrier

Labour

Training addresses missing skills; transport or relocation support addresses place. Each can take time and need complementary support.

Capital

A specialised machine may be technically unsuitable or prohibitively costly to convert. Physical movement alone does not make it productive in a new use.

Evaluation

Use actual vacancies, transferable skills, completion and placement evidence. A course count alone does not demonstrate better allocation.

Worked example: Vacancies alongside unemployed workers

A region has unemployed printing workers and care-service vacancies. The vacancies require certification, and some workers cannot reach the sites at shift times.

  1. Higher offered wages signal demand for care work, but they do not instantly supply the missing qualifications.
  2. Certification is an occupational barrier; unavailable transport is a geographical access barrier.
  3. Relevant training and transport support could make movement feasible and put unused labour to a more valued use.
  4. Check suitability, training time, actual vacancies and completion. Funding unrelated courses would not remove the stated mismatch.

Watch out for this

Unemployment beside vacancies proves workers simply refuse higher wages.

Skills, location, care responsibilities and other constraints can prevent movement despite an incentive.
