A recommendation needs an objective, an alternative and evidence that could change it.
A strong trade judgement distinguishes national gains from their distribution and compares policies that address the same problem. If import competition displaces workers, retraining and temporary income support can target adjustment more directly than a permanent tariff. If a critical supply is concentrated, diversified suppliers, reserves or targeted domestic capacity may improve resilience, each with storage, financing or resource costs. Macroeconomic effects depend on capacity, import content, retaliation and trading-partner conditions. State whose welfare is being assessed, the time horizon, the relevant constraints and a condition for changing the recommendation. Neither unrestricted openness nor self-sufficiency is an automatic answer to every problem.
- Resilience
- Resilience means being able to withstand disruption and restore supply. Diversifying suppliers spreads risk; reserves are stocks held for interruption. Both have costs, and suppliers may still share the same vulnerable route.
- Separate objectives
- Reliable supplies and suitable jobs are different goals. Import contracts or reserves address supply risk; training tied to actual vacancies helps displaced workers move into new jobs.
- Make a conditional choice
- Compare realistic alternatives using delivered costs, reliability and job outcomes. State what evidence would change the recommendation. Domestic self-sufficiency is not automatically safer if one local system can also fail.

Separate consumers, protected producers, downstream firms, workers and the public budget before reaching a national judgement.
Time
Short-run adjustment can differ from long-run productivity and capacity. A future gain needs a credible pathway.
Counterfactual
Compare the proposal with no change and a feasible targeted alternative, not with an imaginary costless policy.
Decision rule
Specify what evidence would justify continuation, modification or withdrawal: delivered costs, supply reliability, job placements or productivity milestones.

Worked example: Reliable supplies and jobs need different tools
A government wants reliable medical supplies and employment for displaced workers. One proposal permanently bans imports; another combines diversified import contracts, a rotating reserve (using and replacing older stock before it expires) and training tied to vacancies. Domestic emergency production is possible but costly.
- Treat reliability and worker adjustment as separate objectives so that each policy has a clear mechanism.
- A ban may shelter jobs but raise costs and create dependence on one domestic production system.
- Diversification and reserves can spread disruption risk, while training needs suitable vacancies and support during transition.
- Compare the extra cost of emergency domestic capacity with the harm a shortage could cause. Review shared supplier risks, delivery failures, reserve wastage and sustained job placements before extending support.
Watch out for this
The best evaluation is a list saying every policy has advantages and disadvantages.
Make a conditional choice using the actual objective, constraints, time horizon and evidence; explain what would change that choice.
