A declaration becomes a government

The proclamation asserted independence. A constitution, leaders and officials then gave that claim the form of an Indonesian government.

Nationalist leaders Sukarno and Mohammad Hatta proclaimed independence on 17 August 1945, shortly after Japan announced its surrender. A proclamation is a public declaration. Youth activists pressed Sukarno and Hatta to proclaim independence immediately. Sukarno and Hatta became president and vice-president of the new Republic of Indonesia, usually called the Republic in this chapter.

Adopting a constitution - the basic rules of government - and appointing officials helped turn a declaration into an organisation that could make decisions and carry them out. But its authority was contested. The Republic still had to coordinate different armed groups, defend territory and persuade other states to recognise its claim. When the Dutch returned, declaring independence did not mean the Republic already controlled the whole archipelago.

Worked example: Two dates, different outcomes

Indonesia commemorates 17 August 1945; the Netherlands transferred sovereignty - independent governing authority - in December 1949.

  1. 17 August 1945 identifies the Indonesian proclamation and the claim that Indonesians should govern themselves.
  2. Building government and sustaining resistance made that claim harder to remove, but did not immediately secure Dutch acceptance.
  3. 27 December 1949 marks the later Dutch transfer of sovereignty. The two dates describe different stages, not competing versions of one event.

Indonesia had no independence claim until the Dutch agreed in 1949.
