Explain how citizens, community groups and government meet needs, shape public decisions and strengthen belonging.

• Different contributions to a shared problem

  Individuals, community groups and government can contribute different knowledge, skills, resources and powers. Their work is complementary when the contributions help one another achieve a shared purpose.

• Addressing society's needs

  Useful support starts with understanding people's needs and barriers. Match the action to the problem, involve the people affected and check whether they can use the support.

• Influencing public decisions

  Citizens can use experiences, evidence and proposals to inform public decisions. Government considers the input, weighs different needs and explains what it will do.

• Making participation accessible

  An invitation does not give everyone the same chance to take part. Suitable times, formats and ways to contribute help more people's experiences reach the discussion.

• Strengthening a sense of belonging

  Working with others and having a meaningful part in community life can build relationships, trust and attachment. Belonging grows through those experiences, not simply through attendance.

• Checking what cooperation achieves

  Meeting a need, influencing a decision and strengthening belonging are different outcomes. Match the evidence to the outcome you are judging, then use what you learn to improve the work.
