The executive puts policies and laws into practice. Implementation organises how a measure works. Enforcement checks whether people follow legal requirements and responds when they break them.
Cabinet, the team of ministers led by the Prime Minister, directs government policy and administration. Ministries, such as Health or Education, and public agencies carry out this work. Implementation can involve assigning staff, providing information, setting up services and arranging the resources needed for a law or policy to operate.
Following legal requirements is called compliance; breaking them is a breach. Enforcement involves checking compliance and taking action within authorised powers when requirements are broken. The executive must itself act within the law. Investigating a suspected breach is different from a court deciding a disputed case.
An announcement alone does not show that implementation is working. People may struggle with unclear instructions, inaccessible services or slow processing. Fewer recorded complaints could mean fewer problems, but could also mean people find reporting too difficult. Compare those figures with other evidence of people's experiences before deciding whether the measure is working.
Worked example: Putting the battery-storage rule into practice
After the storage requirement comes into force, the responsible agency explains it to shop owners, trains inspectors and checks storage areas. Officers record evidence of suspected breaches.
- Explaining requirements and training staff help the rule operate in daily life. These are implementation activities.
- Checking storage areas and using lawful powers in response to breaches are enforcement activities.
- The agency is applying an existing legal framework. Its inspection does not replace the legislature's work or settle every contested court case.
Watch out for this
A law works as soon as it is passed, so implementation only means punishing people.
People need workable services, information and administration as well as lawful enforcement. Explain which practical arrangement makes the measure usable or effective.
