Put it together: Who gains, and who bears the cost?

A busy road has limited space. Compare three possible designs and their effects on the people who use it.

Morning bus lane

  • Bus passengers: More road space is reserved for buses during the morning peak.
  • Car drivers: One fewer lane remains available for cars during those hours.
  • Shopkeepers: The usual loading area is unavailable during the same morning period.

The design prioritises bus access. To justify it, assess the scale of that benefit and the effects on drivers and deliveries. The design alone cannot tell us the actual journey-time change.

Bus lane with a loading bay

  • Bus passengers: The morning bus lane remains.
  • Shopkeepers: A nearby loading bay provides another place for deliveries.
  • Drivers and public budget: Creating the bay removes some parking spaces and costs money.

This addresses one group's cost while retaining the bus lane. It creates another trade-off in parking space and spending, and still needs testing.

Change the junction first

  • Bus passengers: Buses get priority at one junction, but remain in mixed traffic elsewhere.
  • Shopkeepers: The current loading area remains available.
  • Other road users: Changing signal timings may increase their wait at that junction.

This preserves loading space but offers a narrower change for buses. Compare measured effects before assuming it produces the same benefit as a whole bus lane.
