Two neighbourhoods can face the same hazard and suffer different harm. Exposure is whether people, property or activities are within its reach. Vulnerability is how easily they can be harmed, for example by unsafe buildings or difficulty leaving a dangerous area. Reducing either can lower risk even when the hazard cannot be removed.
Preparedness means getting ready to respond. Communities need to understand local hazards, agree on workable roles, and maintain monitoring and warning systems. People must receive a warning, understand it and be able to act. Clear messages, practice and support for residents with different needs help make that possible.
Community resilience is the ability to withstand disruption, adapt and recover while maintaining essential activities. Neighbours who know one another can notice unmet needs and organise help. Agencies and services provide skills, equipment and support that individual households may lack.
Recovery also offers a chance to improve arrangements that failed. Strong relationships help a community recover, but they cannot replace safe infrastructure or professional services.
