A temporary military division and proposed elections did not resolve the struggle over who would govern Vietnam.
Vietnam had been under French colonial rule. Ho Chi Minh led the Viet Minh, a communist-led movement fighting for independence. After its victory over French forces at Dien Bien Phu, the Geneva settlement of 1954 ended the main French war. It arranged for opposing forces to regroup north or south of a line near the 17th parallel, a line of latitude at 17 degrees north of the equator. Ho's Democratic Republic of Vietnam controlled the North; the non-communist State of Vietnam administration remained in the South. The final declaration proposed national elections in July 1956 to decide a common government. The division was intended to be temporary.
The United States and the State of Vietnam did not accept the final declaration. Ngo Dinh Diem, who led the South, opposed nationwide elections, arguing that voting could not be free in the communist North. The USA supported that refusal. Communist strength and Ho's reputation as an independence leader made a communist victory a serious concern to them, not a result that can now be known with certainty. The elections did not take place. Rival claims to govern the whole country remained, and the planned peaceful route to reunification had failed.
