People need to live, work and use shared spaces without being exposed to unchecked theft, violence or fraud. Laws define prohibited conduct; enforcement agencies prevent and investigate breaches; courts decide cases. Together these functions can make daily life safer and more predictable.
The rule of law means everyone, including public authorities, is subject to the law. Maintaining order therefore involves limits on power and access to justice - a real opportunity to use the legal system to protect one's rights. A peaceful appearance is not enough if people have no lawful way to challenge wrongdoing.
To explain this role, connect an action to protection or fair resolution. To judge effectiveness, examine what happened to safety and access to justice. A rise in arrests alone could reflect more offending, more detection or both; it does not settle whether people are safer.

- A fair hearing checks whether the allegation is supported, protecting the accused from punishment based only on suspicion.
- Both actions contribute to law and order. Punishment without lawful investigation and a court decision would leave out the protection against misuse of power.
