Legal citizenship is membership of a country recognised under its laws. Feeling at home or helping others does not, by itself, establish that status.
A citizen is recognised in law as a member of a country, with rights and obligations set by law. A resident is someone who lives in a place; residence does not necessarily make that person a citizen. Nor is applying the same as already having citizenship. Singapore's Immigration & Checkpoints Authority (ICA) states that citizenship is granted after the required conditions are fulfilled.
Citizenship also concerns how people experience membership: whether they feel at home, share values or take part in public affairs - matters affecting the wider community. Such involvement is called civic participation. These aspects do not always go together. A non-citizen can care deeply about a community, while a citizen can feel disconnected from it. Neither observation changes the legal status given.
Worked example: Two neighbours, different evidence
The information supplied about two neighbours states that Lina is a Singapore citizen and Tomas is a non-citizen resident. Both organise a weekly food collection for households nearby.
- The stated legal information distinguishes their citizenship status. Their names and food-collection work do not establish it.
- Their shared activity shows civic participation: both contribute to a concern beyond their own households.
- A supported answer keeps both findings: they have different legal statuses, while both participate in community life.
Watch out for this
A person who volunteers regularly must be a citizen.
Volunteering is evidence of participation. Establish legal status from relevant legal information, not from an assumption about the volunteer.
