Why the peacemakers wanted different terms

France wanted protection from Germany, Britain wanted payment and stability, and Wilson wanted countries to settle disputes through a League of Nations.

French leader Georges Clemenceau wanted protection against another German attack and payment for the damage France had suffered. Restricting the German army and banning German troops near the French border would make another invasion harder. His aim was security as well as punishment.

British prime minister David Lloyd George faced public pressure to make Germany pay. He also wanted Germany to recover enough to trade with Britain. Britain wanted a balance of power: no single country should be strong enough to dominate Europe. A settlement that left Germany permanently hostile or unstable could also threaten peace.

US president Woodrow Wilson wanted countries to settle disputes through a new international organisation, the League of Nations. His Fourteen Points also called for reduced armaments and political settlements that considered the wishes of the people affected.

These aims competed with the victors' security needs and demands for territory. Italy also took part in the leading negotiations. Germany was presented with the terms rather than allowed to negotiate as an equal. The Treaty of Versailles was a compromise: no leader got everything he wanted.

Worked example: Why restrict an army?

France had suffered invasion and wanted a reduced risk of another German attack.

  1. Identify the aim: security against renewed invasion.
  2. Link it to a term: restricting Germany's army and excluding German troops from the Rhineland reduced its immediate military capacity near France.
  3. Add the trade-off: German resentment could undermine acceptance, so immediate protection did not automatically produce lasting reconciliation.
